In this week’s 5 minute update, we focused on:

1) The current status of the Israel / PLO peace process
2) The prospects for war with Syria and Iran

In order to encourage the Palestinians to enter into direct negotiations and deflect criticism that Israel may be the obstacle to having direct peace talks with them, Israel agreed to a series of goodwill gestures. However, the Palestinians refused to make any reciprocal goodwill steps toward Israel. Instead, the Palestinians are more interested in getting recognition of a PLO state based upon 1967 borders with East Jerusalem as its capital at the United Nations General Assembly. In doing so, the Palestinians would get their United Nations status upgraded to a non-member state. The Arab League has agreed to support the Palestinians in their effort at the UN General Assembly. Palestinian President Mahmood Abbas is scheduled to address the UN General Assembly at their annual meeting on September 27. The date for presenting the application to the UN General Assembly will be made by the Arab League in a meeting to be held on September 5. Mahmood Abbas will file the application. United States Secretary of State Hillary Clinton warned Mahmood Abbas recently that if the Palestinians sought a bid before the US elections, the Palestinian Authority would be subjected to political and economic sanctions. In an interview with Republican Presidential candidate Mitt Romney, Wolf Blitzer of CNN indicated that all US Presidential administrations from Lyndon Johnson in 1967 to the current Obama administration views East Jerusalem as being occupied in non-recognition that the entire city of Jerusalem is the capital of Israel. Therefore, the United States doesn’t oppose a PLO state with East Jerusalem as its capital, its rather an issue of the method and timing to achieve the goal. The Palestinians are expected to get 130-140 countries to vote for their request. As a result, the proposal is expected to pass when there is a vote. A vote is expected by the end of 2012. As a result, PLO Foreign Minister Riad Malki told reporters in Ramallah: “In the year 2012, we will achieve a PLO state that enjoys the status of being a non-member of the United Nations.” After achieving this goal, the Palestinians plan to ask the UN Security Council to recognize a PLO state based upon 1967 borders with East Jerusalem as its capital.

An agreement to divide Jerusalem and establish a PLO state is a tribulation event.

In frustration over the situation in Syria, former U.N. Secretary-General Kofi Annan has resigned from his role as the U.N.-Arab League mediator in the 17-month-old uprising in Syria against the government of Syrian President Bashar Assad. Foreign nations are preparing to fight in the Syrian conflict. Turkey sent a convoy of about 20 vehicles carrying troops, missile batteries and armored vehicles to the border with Syria. The U.S. continues its covert war against Syria. The US is mounting a secret but limited effort to speed the fall of Syrian President Bashar al-Assad without using force by having spies and diplomats block arms and oil shipments from Iran and passing intelligence to the front-line of the Syrian rebels. Behind-the-scenes efforts by the Central Intelligence Agency, the State and Treasury departments and the military point to a broader American role in the effort against Mr. Assad to remove him from power than previously acknowledged is now being admitted by the Syrian rebels . Senior US Officials also say that the US has been providing intelligence about developments in Syria to the Turkish and Jordanian militaries working closely with the Syrian opposition. US President Barack Obama has signed a secret order authorizing support for Syrian rebels seeking to remove Syrian President Bashar al-Assad and his government from power. Obama’s order, is known as an intelligence “finding,” and broadly permits the CIA and other U.S. agencies to provide support that could help the Syrian rebels oust Assad from power. Seeing a deterioration in the situation in Syria, a Chinese destroyer sailed through Egypt’s Suez Canal into the Mediterranean Sea in the past week. Meanwhile, Russia is sending three large landing ships with marines aboard to a Russian naval facility in the Syrian port of Tartus. In supporting the Syrian opposition, Russia accuses the US of supporting terrorism. Meanwhile, Iran is firmly committed to supporting the Assad government. Saeed Jalili, head of Iran’s Supreme National Security Council, and also Iran’s chief nuclear negotiator in the P5 + 1 talks with Iran over its nuclear program went to Syria and expressed strong support for Assad. Iran has now sent more than 3,000 Iranian snipers to fight in the capital city of Damascus. Iran has also now invoked a 2008 Mutual Defense Pact to come to the aid of Syria against foreign aggression. Furthermore, Jalili held talks with Hizballah leader in Lebanon Hassan Nasrallah. Without a doubt, Jalili talks with Assad and Nasrallah about possible future military plans against Israel.

The Syrian opposition started a new strategy against Assad which was successful in Libya that helped to remove Muammar Qaddafi from power by trying to capture one of Syria’s largest cities, Aleppo, which is located in North Syria.  The city is a strategic asset for both the Assad government and the opposition. Aleppo is a commercial town and Assad enjoys strong support there from the merchant class. The rebels would like to use Aleppo and the area as a designated safe zone. Because it is close to the border of Turkey, it could also be used to organize, train, and get all the arms needed for a major onslaught against the Assad government. After the rebels had initial success, the Assad government has now gained control of the city.

The Syrian prime minister has joined the opposition by defecting to Jordan. His defection is not surprising given that he is a Sunni Muslim who was a member of a Shi’ite Muslim government. However, his defection along with others who have done so in the past including army generals and soldiers indicate that Assad’s hold on power is cracking. For this reason, the US and Israel continue to believe that Assad will fall from power in the near future. As that day approaches, the questions remains, ‘How would Assad be removed from power?’ Will it take the involvement of Jordan, Turkey, Saudi Arabia, the US, the European Union and others which will be opposed by Russia, China and Iran and cause a regional war in the Middle East involving Israel ? Pastor Lindsey Williams has given an update from his elitist retired oil executive friend indicating that the elite are 6-8 months BEHIND on their plans for the Middle East because Assad has not been removed from power yet. If Assad believes that his end is near, will he make good on his threat to attack Israel with missiles? If he does, will we see the fulfillment of Isaiah 17 that Damascus will be destroyed? Only time will tell but it is possible that this event may happen in the near future as we watch the current events unfold.

Despite no progress in the P5 +1 (US, Britain, France, Russia, China and Germany) talks with Iran to suspend its nuclear program since April, the US is still refusing to declare the P5+1 talks with Iran a failure. There was an agreement made with Iran to continue the talks at the end of August. Meanwhile, the US Congress passed the strongest sanctions against Iran yet.  These sanctions desire to punish banks, insurance companies and shippers that help Iran sell its oil. Obama has not yet signed the law. In any event, US President Barack Obama did enact new sanctions on banks in China and Iraq that the US says have helped Iran evade international sanctions. In doing so, Obama made the following statement: “Since taking office, we have presented the Iranian government with a clear choice: come in line with your international obligations and rejoin the community of nations, or face growing consequences.” China strongly condemned the action by saying, “The US has invoked domestic law to impose sanctions on a Chinese financial institution, and this is a serious violation of international rules that harms Chinese interests.”

While the US continues to be interested in holding nuclear talks with Iran and imposing stiffer sanctions, Iran continues to advance its nuclear program. New intelligence information obtained by Israel and four Western countries indicates that Iran has made greater progress on developing components for its nuclear weapons program than the West had previously realized. New commercial satellite photos continue to show that Iran is trying to cover up work started at the Parchin facility where high explosives tests related Iran’s nuclear program have been conducted. Iran is preparing to enrich uranium from 20% to 60%. Many believe that Iran could have a nuclear bomb within a year. For these reasons, Israel Prime Minister Benjamin Netanyahu says that time is running out for diplomacy. He said that while sanctions against Iran are having an impact, it is not causing Iran to consider stopping its nuclear program. Israel strongly believes that Iran is approaching the “zone of immunity” mentioned by Israel Defense Minister Ehud Barak where it would not be possible to stop Iran’s nuclear program from a military attack. Israel does not believe that waiting on situation with Iran to change its mind over its nuclear program from either sanctions or talks will work. While the US and the EU are still promoting diplomacy, they are also preparing for war against Iran. The current disagreement with Israel is over the timing of a possible attack. The US is worried that Israel may not wait on the US but will instead attack Iran before the November elections in the US. Therefore, the US sent Defense Secretary Leon Panetta to talk with Israel about the situation. While Panetta said that no specific military plans were discussed, he did say that the US discussed with Israel various contingencies. It is widely expected from most analysts that in any war involving Iran that the US would attack Iran and Israel would concern itself with Syria and Hizballah. Concerned over the trend of the current situation, Iran’s supreme leader Ayatollah Ali Khamenei, summoned his “last war council” and told them to prepare for war within weeks. As a result, it seems that war in the Middle East involving Iran is inevitable. The only question seems to be how long will before it happens. Depending upon how things develop, it could happen by the end of 2012.

PLO Chief Negotiator Saeb Erekat said that the Palestinians will ask the UN General Assembly to recognize Israel as an observer state. The timing of the request will be decided next week by the Arab League. Full recognition of a PLO state can only come through the UN Security Council. Palestinian President Mahmood Abbas held talks with Egyptian President Mohamed Morsi regarding the peace process. Abbas said that the “doors of the political process with Israel are shut.” Egyptian Foreign Minister Mohammed Kamel Amr said Egypt’s 1978 Camp David peace treaty with Israel would only be upheld if Israel returns to its 1967 borders and agrees to make East Jerusalem the capital of a PLO state.

Meanwhile, the Kadima political party in Israel resigned from being a member of the coalition government of Israel’s Prime Minister Benjamin Netanyahu over a disagreement to continue to exempt ultra-Orthodox seminary students from serving in the Israeli army. In doing so, Kadima leader Shaul Mofaz, also resigned as deputy prime minister. Kadima joined the government 2 months ago giving Israel Prime Minister Benjamin Netanyahu the largest coalition government in Israeli modern history.

Russia and China continue to support policies which enable Syrian President Bashar Assad to remain in power. This past week Russia and China vetoed a United Nations Security Council resolution that threatened Syria with more sanctions. Despite strongly supporting the Syrian rebels, the US is not willing to provide them with heavy weapons to advance their efforts to overthrow Syrian president Bashar al-Assad. The Syrian opposition were clearly told by the US that the US would not get involved in Syria on that level until after the US Presidential elections in November.

Four of Assad’s top men were killed by a 40-kilogram bomb hidden in the Syria ministers’ conference room located in a heavily fortified National Security building. Those killed included Assad’s interior and defense ministers. In addition, several high-placed generals in the Syrian army defected to Turkey. These events have seriously weakened Assad’s protective inner circle of trusties and have reduced his military and security options. The war being fought against Assad has now moved to the capital of Damascus. Last week, Syria staged a large-scale missile exercise testing Scud D missiles capable of carrying chemical gas warheads were tested. At the same time, US military sources reported that Syria has moved chemical weapons out of storage and distributed them to missile and artillery units. As a result of these developments, Israel called off weekend furloughs for a number of its army military units due to concern over the fighting in Syria. Israel is concerned that due to Assad’s situation, he may decide to launch a chemical missile attack against Israel in the near future.

With Iranian nuclear talks with the P5 + 1 powers at an impasse, the United States is, once again, concerned that Israel may be willing to launch in the near future a strike at Iran’s nuclear facilities. As a result, US Deputy Secretary of State William Burns met with top Israeli officials last week along with national security adviser, Tom Donilon. US Secretary of State, Hillary Clinton, also met with Israel over the same issue. Meanwhile, the US is concerned that Iran may be willing to try to shut the Strait of Hormuz where about 20% of the world’s oil supply passes on a daily basis. As a result, the US is building a missile-defense radar station at a secret site in Qatar and organizing its largest-ever mine sweeping exercises in the Persian Gulf. The radar base in Qatar will supplement two similar X-band radars already in place in Israel’s Negev and central Turkey. Together, the three sites will form an arc to detect missile launches from within Iranian territory. As a result of these things, there is growing concern that the US will be at war with Iran in the coming months.

In this week’s 5 minute update, we focused on:

A committee appointed by Prime Minister Benjamin recommended that Israel legalize a majority of West Bank outposts regarded as illegal by the international community. It further concluded that “Israel does not meet the criteria of ‘military occupation’ as defined under international law” in order for the settlements to be regarded as illegel. The United States responded to the report by saying  that “We do not accept the legitimacy of continued Israeli settlement activity and we oppose any effort to legalize outposts.” Historically, Britain, France and the European Union’s foreign policy chief, Catherine Ashton, along with the United Nations and the Palestinians have all stated that the settlement are illegal under international law. Since this is so, what prevents the international community from breaking the stalemate in direct peace negotiations by imposing a solution? In impatience over the current situation, will Obama impose the borders of a PLO state upon Israel after the US elections?

Israel Prime Minister Benjamin Netanyahu offered to release PLO prisoners held prior to the 1994 Oslo agreement as a gesture to renew direct peace talks with Abbas. Abbas rejected the offer. He urged the US to pressure Israel over the settlements. Abbas continues to insist that he will not have direct peace talks with Israel unless Israel agrees to the following three conditions:  Israel halts construction in east Jerusalem and the West Bank, releases Palestinian prisoners and accepts the two-state solution on the basis of the pre-1967 lines.

Russia and China continue to support policies which enable Syrian President Bashar Assad to remain in power. A Chinese Foreign Ministry spokesman rebuked US Secretary of State Hillary Clinton’s recent criticism of China regarding Syria as “unacceptable.” U.N. peace envoy Kofi Annan suggested that Iran be included in talks regarding the future of Syria. The US condemned the proposal.  Around 5,000 global jihadists are positioned near Syria’s borders with Turkey and Lebanon attempting to infiltrate Syria to aid the opposition fighting against Syrian government. Their are reports that Syria may be breaking up into regions, sections or statelets according to Sunni and Shi’ite partitions. Finally, Western military sources gave warning to Turkey, Jordan and Israel that Syria could launch a conventional or chemical missile attack against them.

Nuclear talks between Iran and the P5 + 1 powers (Britain, France, Russia, China, US) and Germany held on July 23 made no progress. A new meeting is scheduled for July 24. Because of lack in progress in talks, the US is concerned that Israel may be willing to strike Iran. As a result, US President Barack Obama has ordered US intelligent agencies to monitor the Israeli government and military on a daily basis for signs that Israel would attack Iran. Because nuclear talks with Iran are not making any progress and concerned with the current situation in Syria, Russia is sending a flotilla of at least 11 warships eastern Mediterranean opposite Syrian shores. The US is sending two more aircraft carrier to the Persian Gulf. The first arrives this month and the second arrives in August. In order to keep the Straight of Hormuz open in any possible war with Iran, the US announced that it is sending dozens of tiny, unmanned SeaFox submersibles that can detect and destroy mines seeking to block oil tankers from traveling through the Strait of Hormuz where 20% of the world’s daily oil supply travels on a daily basis.

In this week’s 5 minute update, we focused on:

1) The prospects for war with Syria and Iran

Syrian President Bashar Assad told Russia that he would need only 2 months to defeat the opposition revolt against his government. A conference held in Geneva, Switzerland of foreign ministers of the “action group,” which includes the Western powers and Russia and China  supported creation of a “transitional government body with full executive powers” in Syria, proposed by UN and Arab League special envoy Kofi Annan. A statement issued following the meeting in Geneva called for “clear and irreversible” steps toward a political transition in Syria. It did not specify, however, whether Syrian President Bashar al-Assad must be excluded from a transition government, leaving its composition entirely up to the “mutual consent” of the Assad administration and the opposition. The US and Russia had a public disagreement regarding the meaning of the wording of the “mutual consent” aspect of the text. The US said that this meant that Assad must be removed from power. Russia disagreed. The Syrian opposition rejected the terms of the agreement. US Secretary of State Hillary Clinton said that the support of Russia and China is no longer tolerable. Clinton repeated the US call for a Security Council resolution under Chapter 7 of the UN Charter, which allows the council to authorize actions ranging from diplomatic and economic sanctions to military intervention. A Russian official said: “If the Syrian regime is changed by force or if Russia doesn’t like the outcome, it most likely will respond by selling S-300s (which is a missile defense system) to Iran.”

Meanwhile, Israel continues to prepare for war with Syria and Lebanon. Elections are being held in Libya. The Muslim Brotherhood is expected to win after also being victorious in earlier elections in Egypt and Yemen.

The fourth round of six power nuclear talks between Iran and the P5 + 1 powers (US, Britain, France, Russia and China along with Germany) at the technical level ended in Istanbul, Turkey without any agreement. No date has been set for another round of talks. Iran’s position in the talks is as follows:  1) The removal of all sanctions 2) Explicit guarantees of its ”nuclear rights” to enrich uranium 3) A refusal to close the Fordow nuclear facility. In response to the lack of progress in talks, Iran conducted war games saying that they successfully tested medium-range missiles capable of hitting Israel and US military bases. Meanwhile, the US increased its military presence in the Persian Gulf  with emphasis on preventing Iran from blocking shipment of oil from the Strait of Hormuz where much of the world’s daily oil shipments originate.

Fatah’s party congress urged the Palestinian Authority leadership to move forward with its intentions to seek recognition of a PLO state based upon 1967 borders with East Jerusalem as its capital by the UN General Assembly this September. The Muslim Brotherhood won the Egyptians elections. Last November, the US said that it would be satisfied if the Muslim Brotherhood won the Egyptian elections. Prior to 2009, the Muslim Brotherhood was banned in Egypt. President Barack Obama gave the Muslim Brotherhood in Egypt 1.5 billion dollars in US aid in May. The leader of Egypt now is Mohammed Morsi. He was educated in the US going to college at USC. He has also been an engineering professor.  His two sons have US Passports. Campaigning in Egypt, Morsi said on May 13 to an election crowd: “The Koran is our constitution, the Prophet is our leader, jihad is our path and death in the name of Allah is our goal.” Morsi also said: ““Today we can establish Sharia law because our nation will acquire well-being only with Islam and Sharia. The Muslim Brothers and the Freedom and Justice Party will be the conductors of these goals.” On June 7, he also said: “Jerusalem will be our capital, Allah willing. Our capital shall not be Cairo, Mecca or Medina. It shall be Jerusalem with God’s will.” Our chants shall be: “millions of martyrs will march towards Jerusalem.” Obama congratulated Morsi for winning the Egyptian election by saying, “We look forward to working together with President-elect Morsi … to advance the many shared interests between Egypt and the United States.”

RED ALERT ON SYRIA: Turkish Prime Minister Erdogan has urged US President Barack Obama to lead an allied war offensive to remove Syrian President Bashar Assad from power. Turkey wanted Obama to create no-fly zones, attack Syrian government and military targets and establish safe zones for rebels and refugees. Obama replied the time had not yet come for direct US military intervention in Syria but that covert operations by American, British, Turkish and French special operations forces should continue inside the country. Meanwhile, British special forces helped rebel groups, including the Free Syrian Army, extend their control of territory in the Idlib province on the northern Syrian border with Turkey and Lebanon. Turkey has increased its military presence on the Syrian border. DEBKA reports Saudi Arabian troop movements toward the Jordanian and Iraqi borders. The Saudi units are poised with tanks, missiles, special forces and anti-air batteries to enter Jordan in two ways. One will safeguard Jordan’s King Abdullah against potential Syrian or Iranian reprisals from Syria or Iraq. The second will cut north through Jordan to enter southeastern Syriam, where a security zone will be established around the towns of Deraa, Deir al-Zour and Abu Kemal – all centers of the anti-Assad rebellion. US Secretary of State Hillary Clinton arrived in St. Petersburg, Russia on Friday with Russian Foreign Minister Sergey Lavrov over Kofi Annan’s latest proposal to remove Bashar Assad from power forming a transitional national unity government in Damascus that includes the opposition and excludes Assad. Lavrov said that Russia would not lend its support to any plans for outside interference in Syria. DEBKA reports that failure in US talks with Russia could cause a Western-Arab military intervention in Syria in the next few days.

South Korea has said imports of Iranian oil will be suspended from 1 July because of  a European Union (EU) insurance ban on vessels carrying oil. Israel and the US are set to hold their largest ever joint military exercise in October, featuring thousands of soldiers and advanced anti-missile defense systems, and simulating simultaneous fire from Iran and Syria. Some 3,000 US soldiers are to participate, alongside thousands of Israeli troops. DEBKA reports that in the last ten days have seen a shift in US President Barack Obama’s negative position on military action against Iran’s nuclear program. Saudi King Abdullah and Israeli Prime Minister Binyamin Netanyahu have been informed that Obama is in the process of “reconsideration.” His aides amplified this with a couple of ifs: If the state of nuclear diplomacy between the six world powers and Iran remains unchanged – that is, inert; and if the Syrian crisis remains unresolved, the US president will reach a final decision on the use of force against Iran in the first half of October – three and a half months hence. “It is already decided,” one high ranking Saudi prince told a visiting European official. The prince went on to say that we’re sure the American decision to attack is final and we are already making appropriate preparations. The question now isn’t if the Americans will attack Iran, but when.”

China continues the effort to not us the US dollar in bilateral trade. The Obama administration is seeking to get Israel and the Palestinians back to direct peace talks although there is little evidence the two sides are ready to resume direct negotiations. Last week, US Secretary of State Hillary Clinton met Israel’s lead negotiator, Yitzhak Molcho, and chief PLO negotiator Saeb Erekat. In doing so, Erekat repeated the longstanding Palestinian demand that they will not have direct peace talks with Israel unless Israel stops building Jewish homes in the West Bank and East Jerusalem and wants the US to put pressure upon Israel to do so. If the US is unsuccessful to get Israel to agree to the Palestinians demands, the Palestinians are threatening to go to the UN General Assembly in September to seek recognition of a PLO state based upon 1967 borders with East Jerusalem as its capital.

An agreement to divide Jerusalem and establish a PLO state is a tribulation event.

Russia continues to strongly support the government of Bashar Assad of Syria and oppose US policy toward Syria and Iran. Russia’s chief arms exporter said that his company was shipping advanced defensive missile systems to Syria that could be used to shoot down airplanes or sink ships if the United States or other nations try to intervene to halt the country’s spiral of violence. In addition, Russia is sending a fleet of warships to the Mediterranean port of Tartus. Furthermore, the semi-official Iranian news agency Fars reports that a joint Russian-Chinese-Iranian exercise is to take place in Syria in the next few weeks. It was described as “the biggest of its kind ever staged in the Middle East” with 90,000 personnel, 400 air planes and 900 tanks taking part. As part of its preparations, China has gotten approval from Egypt for 12 naval ships to pass through the Suez Canal in late June with destination to the Syrian port of Tartus. This is the first time that substantial Russian and Chinese military strength has ever been deployed in Syria or anywhere else in the Middle East. It means that Russia and China are prepared to partner with the Iranian and Syrian armies for the shared purpose of obstructing any US-European-Arab military intervention in Syria.

In a meeting of G20 leaders in Mexico, US President Barack Obama said that despite his fervent in-person appeals, leaders of Russia and China had not “signed on” to his diplomatic campaign for the ouster of Syrian President Bashar al-Assad as part of a plan to end the country’s bloody violence. Obama described his meeting with Russian President Vladimir Putin and the Chinese President as “very candid” and “intensive” on the issue of Syria and the question of Assad’s removal. Russia’s opposition is rooted by the angry sense that the Obama administration conned Russia on Libya and must not be allowed to repeat the exercise in Syria. Russia views that the United States violated one UN Security Council resolution on Libya after another by leading NATO’s air blitz on Muammar Qaddafi’s regime centers “from behind” and allowing European and Arab special forces troops to oust the Libyan ruler and hasten his death. Russia and China do not want the same thing to be repeated in Syria.

Learning from the Libyan experience, Russia made thee major decision regarding working with the US on Middle Eastern issues according to DEBKA:

The nuclear talks held in Moscow between the Iran and the P5 + 1 powers (Russia, China, Britain, France, US and Germany) resulted in no agreement as the differences between both sides is significant. The P5 + 1 wanted Iran to stop 20 percent enrichment of uranium, shut down the Fordow nuclear facility and ship out stockpiled highly-enriched nuclear materials. Iran wants the P5 + 1 to agree that it has a right to enrich uranium. It was agreed that on July 3 there will be a meeting in Istanbul, Turkey and the experts from both sides will meet to discuss the West’s proposal and Iran’s response. A decision will be made at that time how to proceed based upon the results of the meeting. On July 1, an EU oil embargo against Iran will begin. Japan and China continue to purchase oil from Iran despite US objections.

European Union foreign policy chief Catherine Ashton says that Israel building Jewish homes in the West Bank and East Jerusalem is a greater problem in the Middle East than what is happening in Syria and Iran. In an future peace agreement with the Palestinians, she said that Jerusalem should be divided. Palestinian President Mahmoud Abbas continues to threaten going to the UN General Assembly to gain recognition by the nations of the world for a PLO state. In order to try to prevent this from happening,  US Middle East envoy David Hale will be traveling to the Middle East presenting “new ideas” for renewing peace talks between Israel and the Palestinians. The Palestinians are saying that if the US efforts fail, they will go to the UN General Assembly.

The situation in Syria is dramatically escalating. The opposition group, the Syrian Free Army, engaged in attacks against the Syrian government in Damascus. As a result, the Syrian government had decided to mount a military offensive against the opposition to bring an end to the conflict once and for all. Assad was warned by Russia that if the coming counterinsurgency targeting the opposition is not successful in the next 4-6 weeks, Syria should be prepared for a war from international intervention by the West. US Chairman of the Joint Chiefs of Staff Gen. Martin Dempsey threatened war against Syria. British Foreign Secretary William Hague said that Britain might send troops to Syria. In any event, the Syrian government is making progress against the opposition.

Showing concern for the situation, US President Barack Obama has ordered the US Navy and Air Force to accelerate preparations for a limited air offensive against the Assad regime and the imposition of no-fly zones over Syria. Their mission will be to knock out Assad’s central regime and military command centers so as to shake regime stability and restrict Syrian army and air force activity for subduing rebel action and wreaking violence on civilian populations. Furthermore, US, UK, France initiated a UN Security Council motion for military intervention in Syria. China opposed the motion saying it was “one sided”. US Secretary of State, Hillary Clinton, harshly condemned Russian for supplying weapons to Syria accusing them of sending attack helicopters to Syria to help Assad Furthermore, Russian President Vladimir Putin ordered the general staff to work out a plan for military operations outside Russia including in Syria.

US Secretary of State Hillary Clinton set a mid-July deadline for the Kofi Annan peace plan to be implemented. Russian Foreign Minister Sergei Lavrov said Russia is ready to host an international conference on Syria to discuss peaceful settlement to the Syrian crisis. Russia believes an international conference on Syria should be held under the umbrella of the UN and should bring together the five permanent members of the UN Security Council, Syria’s neighbours — Iraq, Iran, Lebanon, Jordan and Turkey, and also Qatar and Saudi Arabia, as well as the League of Arab States and the European Union. Russian Deputy Foreign Minister Gennady Gatilov has said that the Islamic Republic has a “full right” to mediate in the Syrian conflict.

Preliminary talks were held with Iran by the IAEA (International Atomic Energy Agency) in Vienna this past week prior to Iran meeting with the P5 + 1 powers (Russia, China, Britain, France, US and Germany) in Moscow on June 18-19. No progress was made. A US spokesperson said that the US is ‘disappointed’ about the results of the meeting. This indicates that Iran will take a hard line at the June 18-19 meeting in Moscow with the P5 + 1 powers. However, a spokesman for EU foreign executive Catherine Ashton made a claim that Iran was willing to discuss high grade uranium enrichment at the upcoming talks in Moscow. DEBKA reports that the EU claim is false. An allusion of progress is being portrayed to try to keep Israel from attacking Iran. If failure in the progress in talks were admitted then the US would be committed to the military option against Iran. In any event, US Secretary of State Hillary Clinton did demand that Iran come to the meeting in Moscow with  “concrete plans” for curbing uranium enrichment up to 20 percent purity.  Iranian media outlets stated that the Islamic world must have nuclear weapons to confront US and Israeli aggression. The US exempted several countries from sanctions for buying oil from Iran but this did not include China.

Palestinian President Mahmood Abbas has made Israel building Jewish homes in the West Bank and East Jerusalem an issue in the peace process by saying that the Palestinians will not have direct negotiations with Israel if they continue building. The Netanyahu government announced that it plans to legalize 13 of the 18 settlement outposts of which petitions to the Israeli High Court of Justice has been filed because they are not built on privately-owned Palestinian land. The remaining 5 outposts will not be legalized because they are built on privately-owned Palestinian land. One of these 5 outposts is Beit El’s Ulpana neighborhood which the court has ordered dismantled by July 1. As a result, Ulpana has become a source of contention within the Netanyahu government between those Knesset members who support building in the West Bank and those who want the building restricted or stopped. A bill was presented before the Israeli Knesset to ignore the court order and let the outpost remain. Netanyahu threatened to fire any government  minister who voted to let the outpost remain. The Knesset rejected the Ulpana  bill 69-22. Instead, Netanyahu has advocated that an additional 850 Jewish homes be built in settlements approved by the government. The US strongly criticized the decision to build these additional 850 Jewish homes saying that it is a violation of the 2003 Road Map and that the US does not accept the legitimacy of continued Israeli settlement activity and opposes any effort to legalize settlement outposts. These developments creates the condition for a crisis over the settlement issues with the Obama administration after the November elections.

The US says that the international community must unite to isolate Syrian leader Bashar Assad and that he must be removed from power and leave Syria. US Secretary of State Hillary Clinton said that the transition in Syria must include a fully representative interim government that would lead to free and fair elections. The US wants to work with Russia and China to accomplish this objective. However, Russia and China reiterated that they are opposed to outside military intervention to remove Assad from power. Meanwhile, the Syrian opposition said that they are no longer committed to the peace plan proposed by UN envoy Kofi Annan several weeks ago. Kofi Annan is working on a new peace plan wherein a contact group would be established that would bring the UN Security Council members – Russia, China, the US, Britain, and France – together with critical regional players, like Saudi Arabia, Qatar, and Turkey, who back the rebels, and Iran, which supports President Bashar al-Assad together to agree on a political deal to remove Assad from power. However, Iran says that it will not work with the contact group as long as the US demands that it stops nuclear enrichment at the upcoming P5 + 1 meeting with Iran over its nuclear program scheduled to take place on June 17-18 in Moscow. In retaliation for the mass expulsion by Western countries of Syrian diplomats from their countries in protest of the killings which took place in the Syrian city of Houla last week, Syria expelled 17 Western diplomats from its country. Concerned that the Syrian opposition would get control of Hizbullah’s Scud missiles located near Damascus, Hizbullah wants to move Scud D-type missiles and modern anti-aircraft equipment from Syria to Lebanon. Israel has said that they would not allow this transfer to Lebanon. Turkey has decided to abandon the Syrian opposition and work with Russia who supports Assad. Finally, Assad said that Syria is at war and must continue to fight the opposition. So, the situation in Syria is very fragile and serious. There does not seem to be any solution to the problem but continued war. As the result, the conditions are favorable to eventually see the fulfillment of Isaiah 17 wherein it is prophesied that Damascus will be destroyed.

Iran insists that to their nuclear rights be recognized by the P5 + 1 powers (Russia, China, Britain, France, US and Germany) at the upcoming June 17-18 meeting in Moscow over Iran’s nuclear program. As a result, Iran says that it will never stop uranium enrichment and have accused the IAEA (International Atomic Energy Agency) of spying. Therefore, the June 17-18 meeting is critical to determine if Iran will be willing to stop its nuclear program. Thus, it appears that we are reaching a significant cross-roads over the issue. In order to encourage Israel not to attack Iran’s nuclear program, DEBKA reports that the Obama administration has promised an air-sea blockade of Iran this fall if Iran fails to agree to stop its nuclear program. This deal specifies that any national airline or international aircraft touching down in Iran will be barred from US and West European airports. The same rule will apply to private and government-owned vessels including oil tankers. Any country doing business at an Iranian port will automatically exclude them from entry to a US or European harbor. As a result, conditions are being created for war with Iran in the fall.

Ireland voted to accept European Union’s deficit-fighting treaty which would allow economic decisions in individual EU countries to be dictated by EU bureaucrats and thus eliminate the economic sovereignty of members EU states.  Spain says that the EU must agree on an outline of a eurozone  banking and fiscal union to save the euro. A “gang of four” – the European council president, the commission chief, the president of the European Central Bank and the head of the eurogroup of 17 finance ministers – has been charged with drafting the proposals for a deeper eurozone fiscal union, to be presented to an EU summit at the end of June. The plan could see vast national debt and banking liabilities pooled – and then backed by the financial strength of Germany – in return for eurozone governments surrendering sovereignty over their budgets and fiscal policies to a central eurozone authority. German Chancellor Angela Merkel says that a political union needs to follow a fiscal union. European Council President Herman Van Rompuy said that euro zone is likely to come up with a plan for deeper economic integration by the end of the year, after agreeing on what elements it should include and how to achieve it in June. The setting up of a EU political union with an EU President is an event of the tribulation.

Israel responded to the letter given to them by Palestinian President Mahmood Abbas on April 17. Israel’s letter was 1 1/2 pages without giving much details. The content of the letter has not been published. The PLO called the Israel letter “vague”  and did not include “clear answers” to the Abbas letter. Abbas reiterated that he will not recognize Israel as a Jewish state. He also repeated his threat to go to the UN General Assembly to be recognized as a UN non-member state. Originally threatening to go to the UN General Assembly in June or July, it now appears that Abbas will try to do so in September.

An agreement to divide Jerusalem and establish a PLO state is a tribulation event.

1) Unity gov’t watered down response to PA letter

There was a massacre of over 100 people in the Syrian city of Houla. UN envoy Kofi Annan said that he was ‘shocked’ and ‘horrified’ by the incident. He called on the Syrian government and the opposition to implement his agreed upon peace plan. While the Western world has blamed the Syrian government and reacted by pulling out their diplomats, Russia said that both sides were to blame. Russia and China continue to oppose foreign military intervention in Syria to remove Syrian President Bashar Assad from power. As a result, a proxy war continues to be fought in Syria with the West and the Arab League supporting the rebels and Iran, Russia and China supporting the Assad government.

A war with Syria where Damascus is destroyed (Isaiah 17)  is a tribulation event.

The IAEA (International Atomic Energy Agency) report shows that Iran has doubled since February its stockpile of 20% enriched uranium. It is believed that Iran now has enough enriched uranium for 5 nuclear bombs. When Israeli Defense Minister Ehud Barak met US Defense Secretary Leon Panetta at the Pentagon on May 17, he was told that Obama had rejected Israel’s toned-down demands for Iran to halt high-grade uranium enrichment, export its stocks of material enriched higher than 3.5 percent grade and shut down production at the Fordo nuclear plant near Qom. As a result, Israel has withdrawn its pledge to Obama that they will not strike Iran’s nuclear program prior to the US November elections. At the P5 + 1 (US, Russia, China, Britain, France and Germany) talks with Iran over its nuclear program held in Baghdad on May 23, Iran refused to give up its right to enrich uranium and wants economic sanctions against it lifted before its stops its nuclear activities. While no agreement was made at these talks, it was agreed to meet again on June 18-19 in Moscow. Because the US didn’t demand that Iran stop its nuclear program at the May 23 meeting in Baghdad, Israel refused to meet with US Undersecretary of State Wendy Sherman who represented the US at the talks. Israel Prime Minister Benjamin Netanyahu threatened that Israel would strike Iran if the talks fail. Meanwhile, US Secretary of State Hillary Clinton said that Iran needs to take concrete steps to begin the process to stop its nuclear program as a result of the June 18-19 meeting to be held in Moscow.

Palestinian President Mahmood Abbas sent a letter to Israel on April 17 blaming Israel for failure in peace negotiations. Abbas demanded that Israel agree to stop building Jewish homes in the West Bank and East Jerusalem in order for the Palestinians to resume direct peace talks with Israel. Abbas gave Israel one month to reply to the demands of his letter. Israel responded to the letter this week. The contents of the Israeli letter to the Palestinians was not made public. However, the Palestinians said that Israel did not make any new proposals as Israel Prime Minister Benjamin Netanyahu maintained his position of direct negotiations with the Palestinians without preconditions. The PLO have threatened to ask the UN General Assembly this summer to recognize a PLO state if Israel did not agree to stop building Jewish homes in the West Bank and East Jerusalem in their reply letter. The PLO will have to make a decision in the coming weeks if they now want to go to the UN General Assembly.

The Sunni Muslim opposition against Syrian President Bashar Assad continues to be armed by Persian Gulf nations with cooperation from the United States. The Sunni Muslim Brotherhood is now the dominant opposition group in Syria. Meanwhile, from now until the end of May, one of the largest multinational military exercises will be taking place with 12,000 special operations troops from 17 nations, including the US and other NATO members, Saudi Arabia and Qatar in an operation known as Eager Lion. Russia said that any Western military intervention in Syria or Iran could lead to a nuclear war.

Nuclear talks between Iran and the P5 + 1 powers (US, Britain, France, Russia, China and Germany) will take place on May 23 in Iraq. Israel continues to insist that Iran must stop all uranium enrichment. Iran says that it will maintain its right to continue its nuclear program. In defiance, Iran has expanded 20 pct enrichment at its Fordo nuclear site with new centrifuges. The US and Israel have been practicing joint military exercises in preparation for an attack against Iran. It is believed that if Iran doesn’t not agree to halt its nuclear program that Israel will attack Iran prior to the November US elections. In response, Iran is considering a first strike military action against Israel and practiced its first large-scale paratroop drops.  The IAEA plans to visit Iran this week and visit the Iranian nuclear sites as part of preparing for the May 23 nuclear talks. Hopes are for a framework agreement with Iran which will prevent the need for a military attack. As a result of concessions that Iran has received so far in talks with the US, Iran is trying to isolate Israel and buy time to continue enriching uranium for its nuclear program. Iran is boasting that the US is abandoning Israel.

Greece will run out of money in six weeks without an additional bailout. There are Greek elections planned for June 21. If Greek political parties against austerity and working with EU bankers win the election, there is talk of Greece having to leave the Euro which could trigger financial crisis for the Euro and the world.
