In this week’s 5 minute update, we focused on:

1) The current status of the Israel / PLO peace process
2) The prospects for war with Syria and Iran

Last week, it appeared that Israel was going to have early elections. However, at the last moment, Israel Prime Minister Benjamin Netanyahu made an agreement with the opposition party, Kadima, and its new leader Shaul Mofaz to establish a national unity government.  It will have a large majority of 94 Knesset members with only 61 needed to have a majority. The agreement was based upon the following four principles:

1) Legislation to replace the Tal Law meant to cause Orthodox Jewish men to serve in the Israeli army

2) Approval of a responsible state financial budget

3) Reform of the political electoral system by the end of 2012

4) The promotion of a responsible peace process with the Palestinians as agreed by Netanyahu and Mofaz

Analysts suggest that the agreement between Netanyahu and Mofaz was made for several reasons. Polls suggested that Kadima would have lost around 50% of its current seats and would have made Mofaz a weak leader of a minority party. Kadima no longer would have been the main opposition party. Netanyahu needed a strong government coalition to deal with the Iranian and Palestinian issues. Mofaz has a military background.  Without elections, Ehud Barak can remain as defense minister. It was projected that his party would not have won any seats in new elections.

Israel’s national unity government sent a strong message to the US that Israel is now more than able and would have the political will to attack Iran. Meanwhile, the US now believes that Netanyahu should have political backing to make an agreement on the parameters for a PLO state. The US is also insisting that Israel give a positive response to the Palestinian letter of Mahmood Abbas given to Israel on April 17.

An agreement to divide Jerusalem and establish a PLO state is a tribulation event.

12,000 special operations troops from 17 nations, including the US and other NATO members, Saudi Arabia and Qatar are now positioned on the Jordanian side of the Syrian border for possibly military intervention to remove Syrian President Bashar Assad from power. In response, Syria moved some of its heavy missile launchers north toward Turkey and south toward Israel to possibly be used against Turkey and Israel. The UN and Arab League sponsored cease fire negotiated by former UN Secretary General Kofi Annan remains fragile as fighting continues between the Syrian government and opposition forces.

Iran has started to accept the Chinese currency as payment for oil shipments. This continues a trend by countries like China, Russia, Japan and India to no longer use the US dollar in bilateral trade. This weakens the role of the US dollar to be the world’s reserve currency and contributes to conditions for the collapse of the US dollar.

DEBKA reports that Iran is building a new chain of underground facilities deep inside the Dasht e-Kavir (Great Salt Desert) – all linked together by huge tunnels – as a way to continue its nuclear program while being free from outside inspection. Iran continues to have secret talks with the US about its nuclear program. The next meeting by  the P5 + 1 powers (China, Russia, France, Britain, US and Germany) with Iran over its nuclear program is May 23 in Iraq.

The Iranian leaders believe that war against them and Syria and the destruction of the US and Israel will usher in the 12th Imam, known as the Mahdi, the Islamic Messiah within six months of the beginning of a war against Syria and Iran. Because of these beliefs, it is unlikely that Iran will agree to stop its nuclear weapons program. Based upon the newly formed Israeli national unity government and the likelihood that Iran will not give up its nuclear program this spring or summer, it seems that war with Iran is likely to happen sometime this fall.

The Palestinians continue to say that depending upon the response to the letter given to Israel Prime Minister Benjamin Netanyahu on April 17, the Palestinians will continue  their efforts to seek  recognition of a PLO state at the United Nations. The Palestinians have said that they will give Israel one month to respond to their demands. Meanwhile, Israel have decided to have early government elections. They are expected to be on September 4. The Israeli elections were scheduled for October, 2013. The scheduling of early elections will make it unlikely that Israel will attack Iran prior to the early elections in September.

An agreement to divide Jerusalem and establish a PLO state is a tribulation event.

The United Nations / Arab League peace plan proposed by Kofi Annan to stop the fighting between the Syrian government and the opposition is not working. Russia blames the government opposition for the continued violence. The United States is now saying that if the peace plan does not work that a new approach is needed to try to remove Bashar Assad from power.

The Obama administration say that they may support dropping a demand that Iran halt uranium enrichment if Iran agrees to other restrictions. U.S. officials say they may agree to allow Iran to continue enriching uranium up to 5 percent purity, the outside limit for most civilian uses, if Iran agrees to unrestricted inspections, rigorous oversight and other measures the United Nations has demanded to reduce the nation’s ability to develop a nuclear bomb. The International Atomic Energy Agency (IAEA) said it will resume discussions with Iran on May 14-15.  Iran is saying that they are hopeful that a framework can be agreed upon where they can continue to enrich uranium. However, Iran is not yet ready to allow the IAEA to inspect and shut down its nuclear facilities. The United States say that they can attack and destroy the Iranian nuclear program in 3 weeks.

On April 17,Palestinian officials delivered a letter from Palestinian Authority (PA) President Mahmud Abbas to Israeli Prime Minister Benjamin Netanyahu blaming Israel for the failure of peace talks.  The Palestinians will only agree to direct negotiations with Israel if  Israel quits building Jewish homes in the West Bank and East Jerusalem and releases Palestinian prisoners arrested prior to the 1994 Oslo Accords. The Palestinians will give Israel one month to agree to their demands. If Israel doesn’t agree to the Palestinian demands, they have threatened to renew their efforts for recognition of a PLO state at the United Nations through the General Assembly in either May or June. Israel will reply to the letter asking for direct negotiations between Abbas and Netanyahu without preconditions while insisting that in any agreement that the Palestinians recognize a Jewish state and the security of Israel is maintained. The Palestinians are stating that they will reject Netanyahu’s offer for direct negotiations. The United States said that they will veto a PLO request at the UN Security Council for recognition of a PLO state.

Russia continues to support the Syrian government of Bashar Assad against the opposition who is trying to overthrow him.  Russia said that Western and Arab support of the opposition is hurting the chances for ending the bloodshed in Syria. Russia has decided to permanently deploy warships off the Syrian coast to protect Assad from external military intervention. However, Saudi Arabia and Turkey are discussing plans to attack Syria to overthrow Assad if the peace plan of Kofi Annan fails.

Nuclear talks between Iran and six world powers (Russia, China, Britain, France, US and Germany)  took place on April 14 Istanbul, Turkey. Catherine Ashton, the European Union’s foreign policy chief called the talks “useful”. However, during the meetings, the US requested to have a bilateral meeting with Iran. But, Iran refused. It was agreed to continue the nuclear talks in Baghdad on May 23.

The Washington Post reported that a “secret deal” was made between the US and Iran prior to the nuclear talks in Istanbul, Turkey. The agreement consisted of the following:

1) Iran would agree to stop enriching uranium to the 20 percent level

2) Iran would halt work at an underground facility near Qom built for higher enrichment

3) Iran would export its stockpile of highly enriched uranium for final processing to 20 percent for use in medical isotopes

If followed, Iran would not be subject to international inspection of its nuclear program.

The Iranian negotiator, Saeed Jalili,responded that because the West was willing to recognize Iran’s right to peaceful nuclear energy, “our talks for cooperation based on step-by-step principles and reciprocity on Iran’s nuclear issue could be commenced.” Iran is also demanding that in order to show good will in the talks that economic sanctions be removed from Iran while the talks are talking place.

However, this reported secret agreement between the US and Iran violates an agreement made between the US and Israel regarding how to negotiate with Iran at the Istanbul talks. The US and Israel understanding consisted of the following:

1)  Iran would be allowed to keep 1,000 centrifuges for the low-level enrichment of uranium up to 3.5 percent purity

2)  Iran would not be permitted to keep 20 percent enriched uranium

However, the US delegation did not present any of the agreed demands – or any other – to the Iranians attending the first round of talks in Turkey.  As a result, Israel Prime Minister Benjamin Netanyahu accused the P5 + 1 negotiators of giving Iran a “free pass” to continue its nuclear program for another 5 weeks until the next meeting on May 23. Furthermore, Israel is concerned that if Iran accepts the US offer that they will not implement it but cheat.

It is expected that the US and Iranian agreement will be presented at the May 23 meetings. It seems that the US is pursuing a policy to prevent war with Iran rather than a policy of preventing Iran from obtaining a nuclear weapon.

In gaining knowledge of this proposed secret agreement, Israel Defense Minister flew to the US to speak with US Defense Secretary Leon Panetta as it was being learned that Iran is moving military nuclear facilities to secret locations not covered in the agreement with the US.  As a result of these developments, Israel no longer trusts the US and is making plans to attack Iran should the talks on May 23 fail to meet the Israel demands for Iran shutting down its nuclear program. Deputy Prime Minister Moshe Yaalon announced that Iran by the end of 2012 will have a dirty bomb.

April 12 was the deadline for a UN-brokered cease-fire in Syria.  The Syrian government agreed to the cease fire based upon several conditions:

1) The Syrian government could defend themselves against opponents of the government if the opposition continued its resistance

2) The Syrian government wanted “written guarantees” from the opposition to lay down their weapons before the Syrian government would withdraw from cities.

In explaining their demands, Syria said that it will not allow a repeat of what had happened during the Arab League’s observer mission in January where Assad pulled back his armed forces from cities and their surroundings only to see rebels flood the areas vacated by government troops. This offer was rejected by the rebels.

Syria is a battleground between Russia and the US. Russia supports the Syrian government and the US does not. In reality, the battle in Syria is a battle between Sunni and Shi’ite Muslims over control and influence in the Middle East. The “Arab Spring” was mainly uprisings against Arab political leaders with the goal to establish the rule of the Sunni Muslim Brotherhood in these countries. Sunni Muslims want to remove the government of Bashar Assad who is a member of the minority Alawite sect of Shi’ite Islam. The United States is supporting the Sunni Muslims over the Shi’ite Muslims in this religious war. In doing so, the United States want to weaken the Shi’ite Muslim axis of Syria, Iran and Hezbollah in Lebanon. As a result, both Syria and Iran is a battleground in the sectarian war between Sunni’s and Shi’ites.

Nuclear talks between Iran and six world powers (Russia, China, Britain, France, US and Germany)  are scheduled to begin Friday, April 13 in Istanbul, Turkey. US President Barack Obama said that he is willing to accept an Iranian civilian nuclear program if Iran agrees to international demands to prove that it will not build a nuclear bomb. However, Obama warned that time is running out for a peaceful settlement and the US would increase sanctions on Iran if the talked failed. DEBKA reports that the US and Israel have agreed to allow Iran to have enriched uranium up to 3.5 percent if they do not enrich to 20 percent which can be quickly converted to weapons grade.

Israel along with US and European diplomats are in agreement that the following demands need to be made upon Iran in order for the talks to be successful.

1) An immediate closing and dismantling of the Fordo underground nuclear facility deep under a mountain near the city of Qom.
2) A halt in the production of uranium enriched to 20 percent
3) The shipment of existing enriched uranium stockpiles out of Iran

Iranian President Mahmoud Ahmadinejad stated that Iran would not surrender its nuclear rights “even under the most difficult pressure.”  Furthermore, he said that Iran has enough foreign currency to survive Western economic sanctions for several years.  DEBKA reports that Iran will offer their own initiatives at the meetings. They include the following:

1) Iran will continue to enrich low-grade 3.5 percent uranium in unlimited quantities

2) Iran will not agree to remove enriched uranium outside its country

3. Iran is prepared for a deal whereby the six powers endorse Iran’s right to enrich as much high-grade 20-percent enriched uranium as it wishes according based upon the following fomula:

a) A joint panel of the six powers and Iran will determine the amounts required to meet the needs of its reactor and the production of isotopes for medical research

b) Iran will sell its oversupply on the international market and become the world’s No. 1 exporter of 20-percent enriched uranium

4. Iran will reject demands to shut down the underground enrichment plant at Fordow, near Qom, but agree to signing the Non-Proliferation Treaty’s Additional Protocol – which would permit IAEA inspectors to make spot checks at all suspect nuclear sites in Iran, including Fordow – with one provision: The six powers must also require Israel to sign the NPT plus the Additional Protocol. If Israel doesn’t sign both parts of this treaty, neither will Iran endorse the AP.

Iran has preempted a European oil embargo against its oil scheduled to begin on July 1 by stating that it will no longer sell oil to:  Britain, France, Germany, Spain and Greece.

In this week’s 5 minute update, we focused on:

2) The prospects for war with Syria and Iran

Next week, PA President Mahmood Abbas with meet with Israel to present to them a letter blaming Israel for the stalled peace talks. Abbas will present four demands upon Israel before they will enter into direct peace negotiations. They are as follows:

a) The acceptance of a PLO state based upon 1967 borders with agreed land swaps

b) Insistence that Israel must freeze building of Jewish homes in the West Bank and East Jerusalem

c) Israel must release Palestinian prisoners including those arrested before the 1994 signing of the Oslo Accords

d) A return to the situation on the ground in the West Bank before September 2000

When Israel receives the letter, they are expected to review it and plan to give their own response several days later. Israel’s position is expected to be as follows:

a) Israel is willing to discuss all core issues including: borders, security, refugees, water, settlements and the status of Jerusalem.

b) The Palestinians must recognize Israel as a Jewish state

c) In any peace agreement, Israel’s security must be maintained

d) Israel would like to renew talks without any preconditions

Dr. Jonathan Spyer of the Interdisciplinary Center in Herzliya expressed his view that the Palestinians aren’t interested in true negotiations but wants Israel to be forced into concessions imposed upon it by the international community.

The Syrian government seems to have gained the upper hand against the opposition who wants to remove Assad from power with the help and support from Russia and Iran.  Russia warned Western and Arab nations against arming the Syrian opposition. In order to back up its warning,  a Russian guided missile destroyer arrived  in the Syrian port of Tartus from its Black Sea base for a naval exercise. The United States and Europe had hoped that the fall of Assad from power would contribute to the isolation of Iran. Because of these events, the position of Iran has been strengthened in their upcoming nuclear talks with the P5 (Russia, China, US, France and Britain)+ 1 (Germany) powers scheduled for mid-April.

Syria has accepted a cease-fire and peace plan drawn up by UN and Arab League special envoy Kofi Annan. However, fighting between the government of Syria and the opposition continues. The peace plan does not require Assad to be removed from power. Russia, China and Iran have endorsed the plan.

Both US President Barack Obama and Secretary of State Hillary Clinton said that the window for Iran to solve its nuclear program dispute with the United States through diplomacy is closing. However, Obama sent a message to Iran’s Supreme Leader Ayatollah Khamenei through the Turkey’s Prime Minister Erdogen that the United States would agree to an Iranian civilian nuclear program if they proved they were not developing a nuclear bomb. On the other hand, Clinton expressed doubt that Iran has any intention of negotiating a solution that would satisfy the US and Israel. She said that the policy of the US is prevention of Iran from obtaining a nuclear bomb and not containment.

Israel Defense Minister Ehud Barak expressed Israel’s position regarding what they would like to see in the talks with Iran which would indicate that Iran would be moving away from building a nuclear bomb. Iran would have to agree to the following conditions:

1) Transfer of all uranium enriched to 20 percent – approximately 120 kilograms – out of Iran to a third party country

2) Transfer of the majority of the 5 tons of uranium enriched to 3.5 percent out of Iran leaving just enough needed for energy purposes

3) Closure of the Fordow enrichment facility buried under a mountain near the city of Qom

Barak is not optimistic that Iran will agree to these conditions. The P5 + 1 talks with Iran over its nuclear program is tentatively scheduled for April 13 in Istanbul, Turkey. However, Iran is having a disagreement with Turkey regarding policy toward Syria and thus has suggested to move the talks from Istanbul to Damascus, Baghdad, Moscow, Vienna, Geneva or China. Turkey has dismissed this proposal as a waste of time because it will never be accepted by the West and it is a sign that Iran is not serious about negotiations. By being in dispute over the location of the talks, the US and Israel believes that Iran is trying to buy more time to develop its nuclear program.

Israel’s Deputy Prime Minister Moshe Ya’alon says that an Israeli attack against Iran is not imminent. Senior Israel defense officials said that while Israel will need to wait to see the effect sanctions and diplomacy have on Iran’s nuclear program, a possible military confrontation with Iran may happen in 2012 or it could be postponed until 2013. Qatar said that it opposes any military strike on Iran and will not allow the United States to launch an attack from its soil. Both Russia and China warned the US and Israel against an attack upon Iran. Russia said that such an attack would be a violation of international law.

Israel and the Palestinians are currently not holding peace talks. They last held them in January in Jordan. The Palestinians have warned that they are ready to present a letter to Israel blaming Israel for the failure of the January peace talks. US President Barack Obama had a phone conversation with Abbas regarding the letter on March 19.  Obama demanded that the Palestinians return to peace talks with Israel without delay and warned Abbas not to send the letter to Netanyahu. Obama is concerned that the letter could harm potential future peace talks. However, Abbas rejected Obama’s plea and intends to send the letter to Netanyahu anyway. The letter is expected to state the PLO demand that they will not resume direct peace negotiations with Israel unless Israel agrees that these talks will be based upon a PLO state on 1967 borders with East Jerusalem as its capital and that Israel must freeze building Jewish homes in the West Bank and East Jerusalem. If Israel doesn’t agree to these demands, the Palestinians are threatening to seek recognition of a PLO state at the United Nations through the UN Security Council or the UN General Assembly.

An agreement to divide Jerusalem and establish a PLO state is a tribulation event.

A Russian military unit has arrived in Syria. They are believed to be anti-terror troops.  This is widely seen as being a show of support for the Assad government since Russia and China have recently opposed the efforts of the West at the United Nations Security Council to remove President Bashar Assad of Syria from power. Former Secretary-General of the UN, Kofi Annan, went to Syria and had discussions with Assad over the current situation. Annan desires to present a peace plan to end the violence in Syria and transition Assad from power. However, Assad told Annan that Syria will unleash its missiles against any country preparing for military intervention in Syria. Assad specifically mentioned a willingness to attack Turkey if it came against him. If the West in unable to persuade Iran to halt its nuclear weapons program,  Abdel Bari Atwan, editor-in-chief of a London-based Arabic newspaper said he expects the West to wage a simultaneous war against Syria, Iran and Hezbollah this fall or after the US elections in November.

On March 17, SWIFT, the international financial network based in Belgium, started to block Iranian financial institutions from electronically transferring global funds. In response, Iran threatened to block the Strait of Hormuz which is the outlet for about 1/3 of the world’s daily oil supplies. In case they do, three US aircraft carriers are standing by in the Persian Gulf – The USS Abraham Lincoln, the USS Carl Vinson and the USS Enterprise together with the French Charles de Gaulle and their strike groups. Furthermore, the US, France, Britain, Holland and Germany have deployed minesweepers to  keep the Strait of Hormuz open to international traffic.

Discussions between Iran and the U.S., Russia, China, Britain, France and Germany over the Islamic Republic’s nuclear program will begin on April 13, according to senior U.S. and EU officials. The talks are likely to take place in Geneva, Switzerland. Officials in Israel estimate that Israel will allow at least three months for discussions to end Iran’s nuclear program until the oil embargo on Iran comes into full effect in the beginning of July.

Alaeddin Boroujerdi, the head of Iran’s Majlis National Security and Foreign Policy Committee, said that the P5+1 (US, Britain, France, Russia, China and Germany who are seeking to hold talks with Iran to stop its nuclear program) must acknowledge Iran’s achievements in its civilian nuclear program, including advances in nuclear energy production and medical technology and that Iran would not make concessions on its nuclear program.

The United States will spare Japan and 10 European Union nations from U.S. financial sanctions because they have significantly reduced purchases of Iranian crude oil. DEBKA reports that this was done because the US and Iran are holding secret talks and progress is being made in the talks. This action was taken to encourage Iran to make further concessions regarding stopping its nuclear program. Furthermore, the Turkish prime minister is believed to be ready to present the US president Barack Obama with a new plan which connects the Iranian nuclear issue with a formula for resolving the Syrian crisis. It consists of a package whereby Iran would agree to stop enriching uranium to 20-percent purity in the first stage and then gradually open up its nuclear sites to IAEA inspection. In parallel, Iranian leaders would try and persuade Bashar Assad to end the violence in Syria and enter into talks with the opposition on power-sharing reforms. In parallel, Iranian leaders would try and persuade Bashar Assad to end the violence in Syria and enter into talks with the opposition on power-sharing reforms.

Meanwhile, Israel Defense Minister Ehud Barak reiterated recent Israeli assessments that Iran’s nuclear program is on the verge of becoming immune to disruptions by a possible military strike. In testimony to parliament’s Foreign Affairs and Defense Committee, Barak also said that harsher international sanctions against Iran would be needed to try to pressure Tehran to abandon the suspect elements of its nuclear program. He also the following: “The world, including the current U.S. administration, understands and accepts that Israel necessarily views the threat differently than they do, and that ultimately, Israel is responsible for taking the decisions related to its future, its security and its destiny.”  Iran’s nuclear program, Barak said, “is steadily approaching maturation and is verging on a ‘zone of immunity’ — a position from which the Iranian regime could complete its program without effective disruption.” Barak reiterated concerns that Iran is trying to make its suspected nuclear weapons program immune from attack before taking a decision on assembling atomic bombs, and said Israel “cannot afford” to wait in such a situation. Furthermore, Barak told Israel Radio that the Jewish state could hold off for several more months to allow sanctions and negotiations to work. During this period, it would become clear “if the Iranians intend or don’t intend to stop their nuclear weapons program.” He insisted that American and Israeli intelligence evaluations of the state of Iran’s program are in agreement. Finally, he said that a possible Israeli attack against Iran is not a matter of weeks away but it is not a matter of years either. Therefore, it seems that Israel is giving the US at least 3 more month to try to persuade to discontinue its nuclear program at the negotiating table before it feels to the need to potentially strike Iran by itself. If Israel chooses to attack Iran, Israel Prime Minister Benjamin Netanyahu has enough votes in his security cabinet to agree to do so.

Bases upon the present timetable of talks with Iran and when an EU oil embargo against Iran would take full effect, it doesn’t seem like the US is ready to attack Iran until this fall at the earliest or after the US November elections.

The Syrian army has now crushed a major part of the Syrian opposition groups. The Syrian army has retaken previous rebel strongholds in the north near Turkey in addition to the strategic city of Homs in central Syria. This is a monumental victory for the Assad government. It mainly came about from Russian and Iranian support for Assad.  Russia says that it will continue to sell arms to Syria. Furthermore, Russia and China continue to support the Assad government at the UN Security Council. The crushing of the Syrian opposition is a victory for Russian influence in the region. Because of Russia’s support for both Syria and Iran, it also strengthens Iran in their potential talks in April with the P5+1 countries over its nuclear program. At the moment, US President Barack Obama is ruling out the possibility of direct Western military intervention to change the current situation in Syria. However, he is open to the possibility of doing so in the future should Assad remain in power. In order to divert attention from the situation in Syria, Iran has been advising Syria to focus things toward Israel.

The United States has asked Saudi Arabia to increase their oil output to offset the impact of a July Iranian oil embargo in Europe. However, Saudi Arabia is reluctant to do so. The international SWIFT financial network based in Belgium has started to block Iranian financial institutions from electronically transferring global funds. This will put a major squeeze on the Iranian economy.

British Prime Minister David Cameron stated that now is the time to increase the pressure upon Iran to stop its nuclear program and allow sanctions to enable the change in Iranian thinking. As a result, Cameron said that there is no present justification for Israel to attack Iran right now.

US Secretary of State Hilary Clinton warned Iran to agree to stop their nuclear program when talks begin in April or risk being militarily attacked by the United States. US President Barack Obama warned Iran that the window to resolve the crisis over its nuclear program is diplomatically shrinking and that Iran would face consequences if it didn’t take fresh talks seriously. However, Russian and Iranian help in enabling Syrian President Bashar Assad to defeat major strongholds of the Syrian opposition groups in the past week is expected to strengthen the Iranian resolve over the issue in the upcoming talks.

Iran is threatening to bombard Northern Israel with missiles by working in cooperation with Hezbollah in Lebanon.  Israel says that it has a right to bomb Iran to prevent it from getting a nuclear weapon even if the US objects to it. At the moment, a majority of the Israeli security cabinet supports an Israeli military strike against Iran. Meanwhile, a White House official said that Israel will only strike the Iranian nuclear facilities in September or after the United States presidential elections in November.

Jordanian Foreign Minister Nasser Judeh visited Ramallah to encourage Mahmood Abbas to continue peace talks with Israel. Abbas told him that the PA will not resume Mideast peace talks without an Israeli settlement freeze. PA President Mahmood Abbas plans to send a “political letter” to Israel next week which Palestinian officials described as the “mother of all letters.”  They said that it would hold Israel responsible for the failure of the peace process because of its insistence on building in the settlements and refusal to recognize the pre-1967 lines as the basis for a two-state solution.  It will set conditions to continue the peace talks which will include an acceptance by the “Israeli government to the two-state solution based on the 1967 borders, with the possibility of a limited exchange of equal pieces of land and a full halt to the building of settlements including in East Jerusalem.” Furthermore, the conditions will also include “the release of prisoners, especially those who have been detained before 1994, and canceling all the decisions taken by the Israeli governments since 2000.”

Jordanian Foreign Minister Nasser Judeh is expected to deliver the message to Israel after it is reviewed by the Quartet (US, EU, UN and Russia) and other countries.  The Palestinians are waiting to see the results of a Quartet meeting which will be held in New York next week before they release the letter.

France’s President Nicolas Sarkozy promised that if re-elected his second foreign visit would be to Israel and the Palestinian territories to push a European peace initiative. Sarkozy also expressed doubt that, given the US electoral calendar, that the United States would be able to play its usual role as the main guarantor of the Middle East peace process during 2012. “There is also a presidential election in the United States,” he said. “President Obama, who is a very great president, won’t take the initiative before he’s re-elected — and I hope he will be — but there’s a place for France and a place for Europe,” he said. Meanwhile, the Obama administration has told Palestinian leaders to expect little help with their statehood bid during the U.S. presidential campaign the Palestinian foreign minister Riad Malki said in an interview. He also said that the US held out the promise of vigorous U.S. mediation in the Mideast conflict if President Barack Obama is re-elected.

The Obama administration is moving to provide direct assistance to the internal opposition in Syria for the first time marking a shift in U.S. policy toward a more aggressive plan to help oust President Bashar al-Assad. Last week, a group of senior Obama administration officials met to finalize a package of options for aiding both the internal and external Syrian opposition to include providing direct humanitarian and communications assistance to the Syrian opposition. However, the initiative does not seek to provide direct military assistance to the armed opposition. Even so, the US has decided to not oppose, either in public or in private, the arming of the rebels by other countries. U.S. policy is now more directly aligned with enabling the opposition to overthrow the Assad government. In commenting regarding the current situation in Syria, US President Barack Obama said it was only a matter of time before Syrian President Bashar Assad left office. US officials said that the US was committed to diplomatic efforts to end the violence  rather than direct military intervention, saying the US wanted to isolate Assad, cut off his sources of revenue and encourage unity among his opponents. Four Syrian generals have defected from supporting Assad and have fled to Turkey.

If Syria is attacked by outside forces as it cracks down on its own people, Iran, Syria and the terrorist group Hezbollah in Lebanon will attack Israeli and American targets with missiles, sources within all three entities have said. According to an Iranian media source run by its Revolutionary Guards, sources in Syria report that Syrian President Bashar al-Assad last Thursday issued a secret directive that should the country be attacked by the US that its military will counterattack. This directive includes an immediate response to fire a barrage of missiles from the three allies not only toward Israel but also at American assets in the region. The report said that that any outside aggression against Syria will be met with a heavy missile response from three fronts: Syria, Iran and Hezbollah.

US President Barack Obama said that he opposed containment on Iran and would use military force if necessary to stop it from acquiring nuclear weapons but said there was still time for diplomacy to work. He also said that Israel has the right to make its own decision to protect itself. Speaking before the Israel organization AIPAC Obama said, “I do not have a policy of containment; I have a policy to prevent Iran from obtaining a nuclear weapon. I will not hesitate to use force when it is necessary to defend the United States and its interests.” But he also emphasized that, “I firmly believe that an opportunity still remains for diplomacy, backed by pressure, to succeed. Now is the time to let our increased pressure sink in, and to sustain the broad international coalition that we have built.” US Secretary of State Hillary Clinton said that International sanctions against Iran are the “toughest ever”. The US secretary of state said that, coupled with the robust sanctions imposed on Tehran, the international community remains committed to reaching a settlement through diplomacy.

Meanwhile, European Union foreign policy chief Catherine Ashton accepted an offer by Iran to meet with six powers – the United States, Russia, China, France, Britain and Germany – to discuss Iran’s nuclear program. The initial meeting is expected to be held next month in Istanbul, Turkey. Russia said that Iran has proved that it was ready for serious negotiations. British Prime Minister David Cameron warned that Iran is seeking to build an “inter-continental nuclear weapon.” The International Atomic Energy Agency said that Iran has tripled its monthly production of higher-grade enriched uranium and that they have “serious concerns” about possible military dimensions to Iran’s atomic activities. The six world powers have requested that Iran let the IAEA international inspectors visit a suspected Iranian military site at Parchin. Iran said that it will give the IAEA access to the facility based upon certain conditions. US President Obama said, “We won’t let the Iranians drag out the negotiations, try to deceive us and continue pursuing their nuclear program under cover of the talks in Istanbul.” Obama went on to outline the conditions the Iranians would be required to meet in the first two months of the talks with the six world powers due to begin in April – or else Obama would personally cut them short. It is not expected that Iran will agree to these conditions.

Head of the National Security Council Maj.-Gen. Ya’akov Amidror said that Israel must be ready to act against Iran should talks between the international community and Tehran fail. Israel has reportedly communicated to Obama when Netanyahu came to the US this past week that unless Obama makes a firm pledge to use US military force to prevent Iran acquiring a nuclear bomb, Israel may well take matters into its own hands within months. The real urgency comes from the fact that Israeli intelligence has concluded that it has only between six and nine months before Iran’s nuclear facilities are immune from a unilateral military strike. In order to give sanctions a chance, Netanyahu would effectively have to give up Israel’s ability to strike Iran and leave the country’s fate in the hands of the United States – which is why he is demanding a clear sign of commitment from the American president. Speaking for AIPAC, Netanyahu said: “Never again will our people have to live in the shadow of annihilation.” DEBKA reports that Obama admitted privately to Netanyahu that Iran’s Fordow underground uranium enrichment plant can no longer be destroyed by bombs and missiles. Netanyahu replied to Obama that Iran is building not one Fordow but ten. We can’t wait much longer. How much is “much longer” is the subject of debate, but one thing is clear: Israel won’t wait beyond 2012 or until after the US presidential election in November. Israel’s Channel 2 reported that the decision has already been made by senior Israeli leaders to strike Iran’s nuclear facilities. ”

All U.S. intelligence officials are confident the Israeli leadership has already decided to attack Iran, unless a significant change happens in the coming weeks or months with the Iranian nuclear program,” the channel, quoting a “senior American official,” said. As a result, Israel Prime Minister Benjamin Netanyahu said that an attack on Iran could take place within a matter of month. Obama has made it clear to Israel that a military strike would be “premature” and economic sanctions, diplomatic pressure and negotiations must be allowed to run their course before a military option is considered as a last resort. Obama said that there is a “window of opportunity” to stop Iran’s nuclear program. He said he didn’t expect a breakthrough in the first meeting but added that it would be quickly possible to see how serious Iran was commenting to the voices of American politicians’ “beating the drums of war,” saying those who speak so loosely should consider the consequences of their words. French Foreign Minister Alain Juppe said that it was important to ensure that Israel is fully aware of the potential consequences of a military strike on Iran.

Israeli state officials expressed disappointment with the results of the Netanyahu-Obama meeting at the White House on March 5. “It was clear from recent months that there are differences between ourselves and the Americans. We have different perspectives when it comes to the question of time and red lines.” Obama said he did not believe that a decision by Israel on whether to attack would have to be made in the next two months. While Israel is skeptical of Iran being persuaded to stop its nuclear program from the talks that will be held next month, it seems that they will wait until the conclusion of the talks to possibly attack Iran. Obama and Netanyahu have agreed to meet again regarding the situation with Iran in July. Therefore, while Israel seems to be willing to attack Iran as early as May, the US doesn’t seem willing to attack Iran until about August at the earliest. US Secretary of Defense Leon Panetta said that while “Military action against Iran is the last alternative if all else fails, the US will act militarily against Iran.”

A US war with Iran is a tribulation event.

In this week’s 5 minute update, we focused on:

1) The current status of the Israel / PLO peace process
2) The prospects for war with Syria and Iran

Given that the current peace process between Israel and the Palestinians is suspended because of lack of agreement on how to advance the process from their January talks held in Jordan, Mahmood Abbas said that he plans on making “a dramatic announcement” in the next week regarding the PLO’s planned course of action.

Hana Amira, a member of the PLO Executive Committee said that the PA is weighing whether to continue its present security and economic cooperation with Israel.  Furthermore, the Palestinians have said that they will also explore the possibility of once again approaching the UN Security Council and General Assembly to obtain some form of official recognition as a state.

Regarding Jerusalem, speaking at an International Conference for the Defense of Jerusalem in Doha, Qatar, PA President Mahmood Abbas said, “The Israeli occupation authorities are using the ugliest and most dangerous means to implement plans to erase and remove the Arab-Islamic and the Christian character of east Jerusalem.” In doing so, he made no mention of Jerusalem’s Jewish history.  In addition, Abbas called on Arabs and Muslims to visit Jerusalem in the face of what he called Israel’s accelerated efforts to Judaize the city. An Israeli official responded by saying that if the Palestinians continues to deny reality and totally negate Jewish rights in Jerusalem then there can be no basis for peace and co-existence.

An agreement to divide Jerusalem and establish a PLO state is a tribulation event.

Historically, Syria has had a policy of supporting the PLO terrorist group Hamas based in the Gaza Strip over Fatah who is based in the West Bank and who is headed by Mahmood Abbas. In fact, Syria allowed Hamas to set up a base in Damascus.  Syria was the only country that agreed to host Hamas leader Khaled Mashaal and some of his top aides after they were expelled from Jordan and stripped of their Jordanian citizenship more than a decade ago.  Since the uprising of mostly Sunni Muslims against Bashar Assad’s government which started nearly a year ago,  Hamas did not publicly take sides.  However, Hamas has now decided to oppose Assad. Hamas Prime Minister Ismail Haniyeh said that Hamas “lauds the Syrian people who seek freedom, democracy and reform.” signaling that the historical cooperation between Syria and Hamas is now over.

Iran’s defense minister announced that it is Iran’s strategic policy to strengthen the Lebanese army. Iran is a key supporter of the Lebanese group Hezbollah who are Shi’ite Muslims who are aligned with Syrian President Bashar Assad.  Russia continues to support the Syrian government. In the face of increasingly harsh criticism from the West, Russia is holding firm in its opposition to international intervention in Syria warning the U.S. and other nations against any temptation to resort to actions like the NATO airstrikes in Libya that helped topple Moammar Gadhafi.

“I strongly hope that the United States and other nations will learn from the sad experience and won’t try to resort to a forceful scenario in Syria,” Russian Prime Minister Vladimir Putin wrote in a foreign policy article published in the Moscow News. In order to try to weaken the government of Bashar Assad, the European Union announced new sanctions on Syria. Saudi Arabia’s Foreign Minister Prince Saud al-Faisal was quite angry when he stormed out of a “Friends of Syria” conference attended by 70 nations in Tunis on Feb. 24 after they seemed agreeable to the US plan at the moment to avoid direct military intervention against the Assad government. Presently, the US seems to be willing to keep Assad in power in hopes of trying to reach a negotiated settlement with Iran regarding their nuclear program. Benjamin Netanyahu is opposed to the Obama administration’s current interconnected policies on Syria and Iran. Regarding the conflict within Syria itself, the Syrian government have pushed back the Syrian opposition from controlling the city of Homs. As a result, according to a senior US official, the US sees “no fracturing” of the Syrian regime and assesses that Assad could remain in power for some time to come if the situation (the weakening of the Syrian opposition against Assad) does not change.

A war with Syria where Damascus is destroyed (Isaiah 17)  is a tribulation event.

The United States continues its efforts to put the economic squeeze upon Iran in order to try to persuade it to stop their nuclear program.  In seeking to do so, the U.S. Treasury Department broke up a Dubai-based banking operation that the US believed was being used as Iran’s primary means for evading international sanctions and processing its oil sales to other countries. In addition, the US had direct words to say to India, China and Turkey on reducing their dependence for and eliminating their purchases of Iranian oil in an effort to encourage them to join the Western led international boycott on buying Iranian oil.  However, these countries said that they will continue to import oil from  Iran.

Anthony Blinken, National Security Adviser to Vice President Joe Biden,  said that US policy on Iran is aimed at “buying time and continuing to move this problem into the future. Blinken also said that the U.S. believes that Iran “has not made a decision to produce a nuclear weapon, they are not on the verge of getting a nuclear weapon, and there is still time and space for diplomacy to work.” Blinken said that the Obama Administration’s policy of diplomacy backed by tough sanctions is taking its toll on the Iranian economy, which cannot access 70% of its foreign reserves, finds it increasingly difficult to acquire materials for its nuclear industry and is being boycotted by “a list that reads like a ‘Who’s Who’ of leading companies of the world.

Israel Prime Minister Binyamin Netanyahu rejected the idea that renewed international negotiations with Iran aimed at preventing the country from building a nuclear weapon will work.

“It could do again what it has done before, it could pursue or exploit the talks as they’ve done in the past to deceive and delay so that they can continue to advance their nuclear program and get to the nuclear finish line by running up the clock, so to speak. I think the international community should not fall into this trap,” he said.

Meanwhile, Israeli officials say they won’t warn the U.S. if they decide to launch a pre-emptive strike against the Iranian nuclear facilities according to one U.S. intelligence official familiar with recent high level talks held between the US and Israel. Israeli officials said that if they eventually decide a strike on Iran is necessary, they would keep the Americans in the dark to decrease the likelihood that the U.S. would be held responsible for failing to stop Israel’s potential attack. The U.S. has been working with the Israelis for months to persuade them that an attack would be only a temporary setback to Iran’s nuclear program.

Netanyahu will travel to the US where he will address the pro-Israel lobby AIPAC’s annual policy conference which will be held from March 4-6. While in the US, Netanyahu will meet with US President Barack Obama on March 5 in a meeting which will largely center around Iran’s continued development of its nuclear program.  According to a senior Israeli official, Netanyahu will use the opportunity with Obama to publicly harden his position against Iran. Netanyahu wants Obama to make further-reaching declarations on what action the US is likely to take to prevent Iran from obtaining a nuclear weapon than just the vague assertion that “all options are on the table,” which has been the US stated position on the matter. In particular, Netanyahu wants Obama to state unequivocally that the United States is preparing for a military operation in the event that Iran crosses certain “red lines”.

Officials in both Israel and the US acknowledge a serious lack of trust between Israel and the United States with regard to the issue of a possible strike on Iran’s nuclear facilities. US President Barack Obama intends to tell Prime Minister Binyamin Netanyahu that he wants to solve the Iranian nuclear problem “permanently, as opposed to temporarily” based upon an interview that Obama had with the magazine,  The Atlantic.  In an effort to show his commitment to prevent Iran from getting nuclear weapons, Obama said, “I think that the Israeli government recognizes that, as president of the United States, I don’t bluff.” He went on to say that “Both the Iranian and the Israeli governments recognize that when the United States says it is unacceptable for Iran to have a nuclear weapon, we mean what we say”. In a further effort to show that the US is serious about its military option against Iran’s nuclear program, US Pentagon officials said on March 1 that military options are being prepared which includes providing refueling for Israeli planes and include attacking the pillars of the Iranian regime.

Israel’s Defense Minister Ehud Barak flew to the US to try and work out with US Defense Secretary Leon Panetta in a meeting held on  Feb. 29 a formula for bridge the tactical differences between the US and Israel regarding how to deal with the Iranian nuclear threat. However, DEBKA reports that Barak came back to Israel to inform Netanyahu that he had failed. In order to emphasize the US position of negotiations with Iran over a military confrontation, White House Spokesman Jay Carney said: “I think we have been clear about this – that any (Israeli) military action in that region threatens greater instability in the region, because Iran borders both Afghanistan and Iraq – we have civilian personnel in Iraq, we have military personnel as well as civilians in Afghanistan.” Carney added “But our approach right now is to continue to pursue the diplomatic path that we’ve taken, combined with very aggressive sanctions.” Obama is waiting anxiously to see if the Iranians turn up for nuclear talks with the five UN Security Council permanent members and Germany in Istanbul, Turkey next month.

In response, senior American and Israeli officials said on March 1 that this statement confirmed that the president had turned down two key Israeli requests:

1. To set final and absolute red lines for Iran’s nuclear program which, if crossed, would provide the grounds for the US and Israel to strike its nuclear sites.

2. To stop stating that the US policy toward Iran consists of “all options are on the table’ for stopping Iran gaining a nuclear weapon and instead move toward a more definite language for specifying American military contingencies.

In a recent New York Times article, former Israel Military Intelligence Chief Amos Yadlin wrote:

“Asking Israel’s leaders to abide by America’s timetable, and hence allowing Israel’s window of opportunity to be closed, is to make Washington a de facto proxy for Israel’s security – a tremendous leap of faith for Israelis faced with a looming Iranian bomb.”

When Obama said “I think the Israeli people understand it,” in reference to the refrain “all options are on the table,” he ignored the widening gap between his take on the state of Iran’s nuclear program and the conclusions reached by Israel’s political, military and intelligence leaders and experts.

The Israeli view was laid out clearly by Yadlin when he wrote, “That moment of decision will occur when Iran is on the verge of shielding its nuclear facilities from a successful attack – what Israel’s leaders have called the zone of immunity.”

US intelligence and the UN International Atomic Energy Agency, are convinced that Iran is already in the second stage and possibly the third of its operation to shielding its nuclear facilities in one or more zones of immunity.

This ominous development is ignored in the US president’s interview.

When he declared, “The Israeli people understand that the United States isn’t bluffing when it says ‘all options are on the table,’” Obama no doubt recalled the disagreement with Netanyahu going back six months when the Israeli prime minister asked him privately on the sidelines of the UN General Assembly to lay down a US-Israeli consensus on red lines for Iran’s nuclear program, beyond which the US President would be committed to strike Iran. In return, Israel would promise to refrain from attacking Iran and follow America’s lead on the issue.

The US president turned him down.

Israel has not relinquished its position, which Yadlin put very clearly: “What is needed is an ironclad American assurance that if Israel refrains from acting in its own window of opportunity – and all other options have failed to halt Tehran’s nuclear quest – Washington will act to prevent a nuclear Iran while it is still within its power to do so.”

The absence of that American assurance is keeping Israel from a commitment to refrain from attacking Iran.
